Not to question your plans but... Might it be better to teach these children your values instead of locking them behind a wall? A wall only invites one to climb over it. It doesn't stop anything, just delays. It makes the desire to see the other side stronger.
*EDIT* also children are far more capable with any kind of technology than their elders usually. no offense but these kids can probably bypass almost anything you choose to lock them behind with little difficulty. The only one that can't be bypassed is supervision. My dad put a password on our first Windows computer years ago. Took me less than 10 seconds to get past it.
