I did notice from your output that you have "boot state support" active and mine does not but don't know if it makes any difference...
I'm quoting myself to say that I didn't use root privileges when I ran the command and that is why it shows pstates as not being active  correct output below:-

Code:

sudo cpupower frequency-infoanalyzing CPU 0: driver: amd-pstate-epp CPUs which run at the same hardware frequency: 0 CPUs which need to have their frequency coordinated by software: 0 maximum transition latency: Cannot determine or is not supported. hardware limits: 400 MHz - 4.89 GHz available cpufreq governors: performance powersave current policy: frequency should be within 400 MHz and 4.89 GHz. The governor "performance" may decide which speed to use within this range. current CPU frequency: Unable to call hardware current CPU frequency: 4.57 GHz (asserted by call to kernel) boost state support: Supported: yes Active: yes Boost States: 0 Total States: 3 Pstate-P0: 3300MHz Pstate-P1: 1300MHz Pstate-P2: 1200MHz
My system sits at 400Mhz when idle as can be seen by this snapshot of my conky
